The</I></div> <div> <I>campgrounds in this complex are Prairie Point, McDonald Flats, Cow Creek</I></div> <div> <I>South, Cow Creek North, Willows, Elliot Creek, and Cataract Creek.</I></div> <div> <I>Trailheads include Cataract Lake Loop, Surprise, and Eaglesmere.</I></div> <bR> <div> <I>The fee to use the area has been for the last 10 years, $5 per vehicle,</I></div> <div> <I>for both day use (fishing, picnicking, etc.) and camping. The season</I></div> <div> <I>pass (unlimited use throughout the season) has been $25. The district</I></div> <div> <I>is proposing to increase the fees to $10 per vehicle for camping and the</I></div> <div> <I>season pass to $65. The fee for day use would remain the same ($5).</I></div> <bR> <div> <I>In 2006, the district completed a recreation management plan. Numerous</I></div> <div> <I>issues relating to public safety and facility management were addressed.</I></div> <div> <I>A fee increase has been proposed to fund the resources needed to deal</I></div> <div> <I>with a long history of rule violations (such as dogs off leash, loud</I></div> <div> <I>late night parties, OHVs ridden through campsites, and fee payment</I></div> <div> <I>non-compliance) and to operate the sites at an appropriate level (such</I></div> <div> <I>as cleaning toilets at least once a day, digging out firepits when full,</I></div> <div> <I>and picking up litter from campsites). Additionally, some new rules</I></div> <div> <I>were proposed to deal with safety issues: Fire pans and portable</I></div> <div> <I>camping toilets required where these facilities are not provided.</I></div> <bR> <div> <I>The District has tried to provide the necessary services with the</I></div> <div> <I>revenue collected, however, at the current rate, only three full time</I></div> <div> <I>seasonal employees and one part-time employee could be hired to work the</I></div> <div> <I>camping season (May through September). At lease two more employees</I></div> <div> <I>are needed to provide 7-day per week coverage. Without the fee</I></div> <div> <I>increase, the District is providing a low level of customer service.</I></div> <div> <I>Additionally, the Distinct had hoped to generate about $10,000 per year</I></div> <div> <I>to improve facilities (e.g. new toilets, firepits, etc.).</I></div> <bR> <div> <I>Please see the attached recreation management plan if you need more</I></div> <div> <I>details. Some shade at north end of Prairie Point,but the rest of campground has no shade. The beach area(below the high water line and trees and willows) can be accessed by vehicle only where identified by a "shore access" sign. Camping is permitted anywhere in the beach area, however, fire pans and portable toilets are required. Most camping takes place in the beach area.
